Professional Services Group was founded in 1999 with a single mission: help contractors navigate the complex world of prevailing wage compliance and benefits administration without getting buried in paperwork or blindsided by audits.

Glen Schaffer founded Professional Services Group in 1999 with a straightforward goal: give California contractors a trusted partner for the compliance work that too often falls through the cracks. With more than 25 years in the industry, he has built PSG into one of the most respected prevailing wage and benefits administration firms serving the state's construction sector.
Glen's background spans prevailing wage consulting, fringe benefit plan design, SUB Plan administration, and group health insurance — giving him a rare end-to-end view of the compliance landscape that contractors navigate on every public works project. He has guided clients through DOL audits, back-wage disputes, DIR registration issues, and complex multi-tier subcontractor structures.
As a licensed California insurance professional, Glen also oversees PSG's group health insurance programs, helping contractors structure benefit packages that satisfy prevailing wage fringe obligations while genuinely serving their workforce.
